Abstract
This research work attempted to examine the challenges of local government administration in Nigeria as the third tier of government responsible for the development of rural communities. Using Okigwe local government is of Imo state as a case study. As contained in the local government amendment decree of 1994, the system seeks to achieve these objectives through the principle of democratic participation at the grass root level. This implies that policy is aimed at and programs of the local government areas. However, the analysis of this study indicates that the system the manifestation of this impediment of local government system has been characterized by lack of autonomy inadequate finance and the absence of accountability and probably other range forms....
