To successfully carry out this research, three questions were formulated and structured questionnaires were designed based on the research questions with five-point scale as instrument for data analysis. The survey design was adopted and the population of the study was 163 population with 115 sample size used. The method of data analysis was arithmetic mean which was used as statistical tool such as means for data analysis. Findings of the research revealed that planning and budgeting increase productivity as well as setting standards and benchmark for organizational goals. The study recommends among others that the government should ensure that in the process of budget formulation, a legal framework is followed in order to formulate resourceful budgets.
