In an organization, there is a need for human resources policy which would in a way take the organization to its peak. The focus here is that man or labour is the most active factor of production and more vulnerable to change, greater attention is given to this ramification. Since labour or man character is difficult to predict and based on the position labour occupy formulation are necessary to zealously guide him for the accomplishment of organizational goal and its effect on employee’s performance of the Nigeria National Petroleum Corporation will be examined. Human resources are basically centered on the people who work for an organization. It encompasses the entire staff from the chief executive to the last in the organization. The population of the staff is 400 and the sample size is 200. The researcher used primary and secondary sources of data collection. 200 hundred questionnaires were administered in which all were filled and returned. From the analysis done with the use of chi-square, statistical test of hypothesis it is observed that training needs are identified before training is undertaken.
