Application of confidentiality policies of patient health information among health information management practitioners in some selected hospitals in Anambra

Abstract
The study examined the application of confidentiality policies for patient health information among health information management (HIM) practitioners in selected hospitals in Anambra state. The population of interest was 187 HIM practitioners, which was reduced to 127 using a formula. A questionnaire was distributed to solicit responses, and data were analyzed using percentages and chi-square tests. Results showed that 97(76%) complied with ethical policies allowing patient access to records, while 93(73%) complied with policies restricting access only to care providers or in legal situations. Regarding confidentiality practices, 127(100%) indicated health information is kept confidential, while 120(94%) cited lack of electricity and misfiled records as issues. Ways to improve ethics around confidentiality suggested by 113(90%) respondents included implementing electronic health records, limiting access to 80(63%), good record practices by all 85(67%), and providing record libraries. Chi-square tests revealed that 127(100%) agree that observing patient rights is important, while 120(94%) acknowledge breaches can lead to legal issues. The alternative hypothesis - that there is a relationship between policy application and practitioners - was accepted based on the results. In summary, the study evaluated confidentiality policy applications for health records at selected hospitals. Despite some challenges, practices largely followed ethical guidance, but there are opportunities to improve via solutions suggested by many respondents. Confidentiality was acknowledged as an important patient right that must be protected legally.
