However, to achieve the above aim, both primary and secondary data was used, where questionnaires were distributed to the respondents in the study area. Textbooks and other materials are consulted in addition questionnaire method of collecting data, the population of the study comprises 50 staff working in Taraba State Water Board. The researcher makes use of random sampling techniques. The study concludes that any local government or organization that fails to apply management, planning and control, the local government organization will face a serious problem in its operations. In view of the above, local governments should endeavor to plan, manage and control their limited financial resources to enable workers to put more efforts towards the realization of the predetermined goals and objectives. The research work was categorized into five chapters. Chapter one dealt with the introductory part of the study. Chapter two deals with the literature review. Chapter three covered the research methodology used for the collection of data. Chapter four deals with the presentation, analysis and interpretation of data as well as hypothesis, testing and discussion of findings.
