Abstract
This research investigates the impact of inadequate funding on the operations and service quality of public libraries in Nigeria, with a case study focusing on the Plateau State Library Board. Recognizing libraries as fundamental resources for educational development and lifelong learning, this study addresses how financial constraints hinder the library's ability to serve its community effectively. Utilizing a mixed-methods approach, the research integrates both quantitative and qualitative data to provide a well-rounded perspective on the issue. The findings highlight several adverse effects of poor funding, including outdated resources, restricted access due to limited operational hours, understaffing, and inadequate facilities, all of which undermine user experience and library effectiveness. Specifically, 72% of respondents identified outdated materials as a critical issue, while 65% noted limitations in access due to reduced hours. These challenges are further compounded by insufficient technological infrastructure, which hinders the library's ability to support digital learning. Based on these findings, the study recommends increased government funding, partnerships with local organizations for supplementary support, and the integration of digital resources as part of a strategic improvement plan to enhance library services and accessibility. By examining the multifaceted impact of funding limitations, this study contributes valuable insights into public library management and policy reform in Nigeria, advocating for sustainable investment in library infrastructure to support education and community development. ...
