The project work makes use of a case study method and used the interview and personal observation as its main instrument for data collections. At the end of data gathering process and analysis it was revealed and concluded that the lack of fund to update the library stock, qualified staff, absence of library period on the student time table, lackadaisical attitude of students toward the use of library are some of the factors militating against the effective use of the library.
