This was carried out to survey the past and present programmes and policy constituted by the government to improve, promote and as well encourage cooperatives for both rural and urban development. The research work is carried out through the exploration of both the primary and secondary sources of information. Information is obtained from questionnaires, direct interview and other available records while the later were gotten from relevant textbooks and academic journals. Data acquired were presented, interpreted and analyzed in tables. Finally, the study uncovers those problems encountered by the government in developing cooperative.
