The study became necessary because of how they perceived the low perception of public relations attitude among the staff of government establishment including the staff of judiciary headquarters, Uyo. The study adopted survey research technique with the questionnaire and interview schedule as the instruments. The researcher also used the participant observation method to investigate the public relations attitude of the staff. The researcher gave eighty copies of questionnaires to staff working at the judiciary headquarters. The result of the study reveals that there is no public relations department in the judiciary headquarters, but a press unit that was not manned by a qualified practitioner. Secondly, the staff claimed they were conscious of public relations practice. But this is not the case. Some observed there is no deliberate indoctrination of staff on PR attitude. Although 70 percent of Respondents admitted they related well with various publics who transact business at the judiciary headquarters, Uyo most of the visitors claimed they were not adequately treated and as such they had been complaining about the attitude of staff towards them in the state judiciary headquarters. Consequently, the researcher recommends that government should appoint a qualified PR manager for the judiciary and create a proper PR department with the necessary support staff.
