The population of this study was 50 secretaries employed in the Imo State Civil service. 30 secretaries were sampled from the different categories. Questionnaires were administered to the respondents and returned. The data collected were analyzed using a 4 points Likert scale and mean score. 5 research questions were used to guide the study. The researcher found out those factors that affect the effective performance of secretaries are the major factors that stabilize organizational goals.
