The identified constraints encountered by these mills emanate as a result of: lack of finance absence of managerial competence, lack of manpower planning, and the presence of technical/production hurdles. Seasonality in the production of raw material etc. however, emphasis was placed on finance manpower. Technical senility problem. Including managerial constraints.
