Abstract
This research work examined the effects of manpower planning in the management of government-owned establishments. The specific objectives were to examine the relationship between manpower planning and productivity level in government-owned establishments and examine the problems associated with manpower planning in some government-owned establishments and make recommendations on how these problems can be solved. Principle (theory) of scientific management by Fredrick Winslow Taylor was adopted as the theoretical framework for the study. As a descriptive survey design, a structured questionnaire was distributed to respondents for data collection and analysis.  A population of 136 participants was sampled using random sampling technique as a sample size for the study. The study adopted two methods of data collection which are the primary and the secondary method of data collection. The primary method used a structured questionnaire which was administered to the participants who are the staff working with Kaduna Ministry of education, whereas the secondary data were gotten from exploitation of the services of the library and use of related textbooks, articles, journals and internet materials etc. Whereas simple percentage was used to analyze the data collected. Findings from the study revealed that there is a significant relationship between manpower planning and the management of government-owned establishments. Findings also revealed that lack of qualified employees is the major cause of inadequacy in manpower planning in the management of government-owned establishments. The study recommends among others that Kaduna State Ministry of Education should improve on the current manpower planning strategy. The study also recommends that the study area continue to update its manpower development curriculum in line with the global best practices.  ...
