Abstract
This study examines the effects of internal audit systems on stock control mechanisms in public sector organizations, with a focus on the Ministry of Finance in Kwara State, Nigeria. The research highlights the critical role of internal auditing in enhancing accountability, efficiency, and resource management amid challenges such as corruption, inadequate controls, and resource mismanagement in the Nigerian public sector. Employing a survey research design, data were collected from 86 respondents across departments, including internal audit, administration, accounts, and operations, using structured questionnaires. Key variables assessed include the robustness of audits, quality of delivery, and manpower/service quality, measured against performance indicators like economy of resources, efficiency, effectiveness, equity, and service quality. Findings reveal a mixed impact: quality of manpower and audit services positively and significantly influence overall public sector performance, efficiency, effectiveness, and service quality, while audit delivery shows a negative effect on resource economy and service quality. The robustness of audits had insignificant or negative correlations in some areas. Correlation and regression analyses supported only one hypothesis, affirming the link between audit manpower quality and performance. The study concludes that strengthening internal audit functions through skilled personnel is essential for improved stock control and organizational outcomes. Recommendations include transparent recruitment, staff motivation, management cooperation, and regular training to bolster audit effectiveness and mitigate risks in public resource management.
