These challenges have highlighted the need for a secure, efficient, and automated digital solution to enhance institutional decision-making processes. This study focuses on the design and implementation of a Congress Voting Application tailored specifically for Auchi Polytechnic staff. The system was developed as a web-based, mobile-responsive application using HTML, CSS, JavaScript, PHP, and MySQL database technologies. It incorporates secure user authentication through staff ID verification, encrypted vote submission, automated vote tallying, audit logging, and administrative report generation. The application was designed using a structured system development approach and tested using the black-box testing methodology to evaluate functionality, usability, performance, and reliability. Testing results showed that the system can successfully eliminate manual counting errors, reduce result collation time, improve transparency through audit trails, and enhance staff participation by enabling remote voting if deployed in a real-world scenario. Security mechanisms such as password hashing, session management and server-side validation were implemented to protect vote integrity and ensure one-person-one-vote enforcement. The findings demonstrate that the proposed Congress Voting App can provide a practical and scalable digital solution for modernizing staff congress voting at Auchi Polytechnic.
