The main objective was to examine the objectives of budget and budgeting system in special libraries, examine the advantages of budget and budgeting and the effects of budget and budgeting system in special libraries. The research design employed was a survey method with the use of questionnaires. Data for the work were collected from both primary and secondary sources. From a population of 52, all were sampled. Simple tables and percentages were used for data analysis. The result revealed budgeting system in NNPC’s special libraries in Abuja is central to the quality and relevance of library services provided to staff, engineers, researchers, and decision-makers. It was also revealed that budgets serve as a management tool and can be used to achieve organizational objectives. The study recommends that Management should provide librarians with training in budgeting, procurement procedures, and financial reporting to improve their capacity for fiscal responsibility.
