The objectives of the study are: to examine the effect of budget implementation on the economic development of higher institutions in Nigeria, to determine and assess the nature of the relationship between budget implementation and indicators of development in higher institutions, and to identify the challenges to effective implementation of the budget in higher institutions in Nigeria. The methodology adopted in gathering data was the descriptive method while both primary and secondary methods were used to gather data. The major instrument used to gather data from primary sources is the questionnaire. From a population of 320, a sample size of 178 respondents was selected using Taro Yamane. Findings revealed that budgeting helps in identifying needs, sets objectives and ensures the achievement of educational policies and programmes; budget review aids monitoring and evaluation of personnel and physical resources. Budget implementation enhances good decision making in the institution, budget implementation in tertiary institution helps the management to make good decision, proper planning and eliminate wasteful utilization of resources in the tertiary institution.
